In December 2025, a preliminary investigation was launched concerning rape within the home care services in Enköping municipality. A home care worker was suspected of raping a client during a visit to her home and was fired from the municipality. But when police tried to find him for questioning, he had “disappeared.” He was later located and questioned, admitting to having sex with the woman – but denying any crime. The investigation has now been dropped.

A very peculiar story has unfolded since last December, when a man employed in home care was suspected of raping a client in her home. A preliminary investigation was initiated.

A report was made to the Health and Social Care Inspectorate (IVO) and the municipality began an internal investigation. Just days after the suspicion arose, the man was fired by the municipality.

District prosecutor Sara Sundström, who led the investigation, told Enköpingsposten that the initial position was that the perpetrator had exploited the fact that the client was in a particularly vulnerable situation and dependent on his help.

But in January, the circumstances shifted and the rape was now being investigated due to lack of voluntary consent. In short, this means there was no clear consent to intercourse.

The police wanted to serve the man with suspicion and interrogate him – but failed – because he was “missing.” In January, the prosecutor reported that an investigation was ongoing to locate him.

The Victim Was Offered Money for Silence

Sometime in April or later this year, the police finally managed to locate and question the suspect. In the lex Sarah report made to IVO, it is stated that the man also offered the woman “financial help” as long as she didn’t speak about the incident.

The woman, the suspect, and several witnesses were questioned in the investigation. Written evidence, including conversations, was collected. The suspect admitted in questioning that he had sex with the woman, but denied any crime. According to the decision to close the case, it could not be proven that a crime had been committed.

The head of the home care service department in Enköping municipality, Katarina Löfberg, told Enköpingsposten that the whole episode caused anxiety and was difficult for the staff group.

– It was a trauma, really. That it happened at all. It had a very big impact on the group.
