The government wants to grant itself greater powers to quickly make decisions on foreign military activity in Sweden within the framework of NATO and EU cooperation.
This comes in a new bill presented on May 6, which means that in certain cases the government would be able to approve military defense actions on Swedish territory without first waiting for a decision from the parliament.
According to the government, the proposal is part of the adaptation to Sweden’s NATO membership. Among other things, it involves allowing NATO or military forces from other NATO and EU countries to use Swedish territory for defense operations and deterrent military actions.

For example, this could mean that foreign forces are permitted to position military equipment, such as artillery, in Sweden to meet threats or to protect other member states in the region.

Defense Minister Pål Jonson describes the proposal as a natural step after NATO membership. He believes Sweden needs to function as part of NATO’s collective defense, and that similar rules already exist in several other member countries.

According to the government, the purpose is also to improve the opportunities for foreign forces to conduct military operations and collaborations in Sweden when necessary.
The proposed legislative changes are planned to take effect on August 1, 2026.
