A 17-year-old Syrian youth has been sentenced to juvenile care for aggravated rape, offensive photography, and child pornography after, together with a 14-year-old Afghan youth, serially raping a 15-year-old disabled girl in several public toilets at Gränby Center in Uppsala. The younger perpetrator escapes punishment due to his age. However, the two must jointly pay damages to the victim.
In November 2025, the then 15-year-old girl, who has a disability, was taken to four different public toilets in the Gränby Center shopping mall in Uppsala. There, she was subjected to repeated sexual assaults by the two migrant youths.
According to the indictment, they acted together and used both physical violence in the form of blows and restraint as well as threats to distribute footage from the assaults. The court states that the girl was in an especially vulnerable situation due to her disability, which affected her ability to protect her own integrity.

The assaults were partly filmed by the perpetrators. After the rapes, they posed laughing in front of the camera. The material, which was later confiscated, has constituted a central part of the evidence and is classified, among other things, as child pornography since the victim is considered a child.
Lenient Sentence – No Deportation
The investigation included both witness statements, surveillance footage from the shopping center, interviews, and technical evidence from mobile phones. 17-year-old Bilal Almousa has denied the crimes but is nevertheless convicted in district court for aggravated child rape. He is also convicted of offensive photography and child pornography.
The sentence, however, is set at one year of juvenile care. He also avoids deportation, as he has been granted Swedish citizenship in addition to his Syrian.

14-year-old Nima Mohebi was subject to so-called bevisprövning (judicial examination of evidence) as he is under the age of criminal responsibility. The district court concludes that he too committed the act, but he is not given any penalty and is instead handed over to social services. He cannot be deported, as he, besides his Afghan citizenship, has also received Swedish citizenship.
Harsher Legislation Would Have Changed the Outcome
The younger perpetrator could have been sentenced if the Tidö parties’ (the government together with the Sweden Democrats) proposal to lower the age of criminal responsibility had been in effect. According to that proposal, anyone aged 13 and up could be sentenced to prison for crimes of this kind.

However, the proposal was recently withdrawn after Liberal MPs threatened to vote it down. The other Tidö parties now plan to return with a revised proposal lowering the age to 14.

The two youths are ordered to jointly pay a total of SEK 295,000 in damages to the girl they raped. The case has raised questions about sentencing levels for severe sexual crimes against vulnerable children and the need for stricter rules for young offenders.
A third person, a close relative of Nima, who lent their mobile phone to the two perpetrators to film the assaults, had requested the device’s return after it was seized by police. However, the court rejected the request, ruling that the mobile phone should be confiscated.
The trial at Uppsala District Court was held partly behind closed doors out of consideration for the victim’s situation. The verdict may be appealed.
