According to newly declassified US intelligence documents, Ukrainian officials in 2022 discussed a plan to redirect hundreds of millions of dollars in US taxpayer funds, originally earmarked for clean energy projects in Ukraine, to support Joe Biden’s 2024 presidential campaign.
The alleged plan is based on a summary of intercepted communications and describes the use of a US-funded infrastructure project in Ukraine as cover. The officials wanted to structure the project so that it would initially receive approval and funding, but later be deemed unnecessary—by which time the funds would already have been disbursed and be difficult to recover.
According to the material, USAID channels in Kyiv were central to the mechanism, with both Ukrainian and US government personnel reportedly involved in designing the funding structure. Up to 90 percent of the allocated funds could have been redirected in a way that would make tracing the transfers difficult.

USAID is a US federal agency responsible for US civilian foreign aid and international development cooperation. After an agency review, President Donald Trump shut down large parts of USAID last year.

Tulsi Gabbard, National Intelligence Director, has ordered a review and instructed USAID to determine whether the plan was ever implemented and if the case warrants an FBI criminal investigation.
