The U.S. National Intelligence Director, Tulsi Gabbard, has released previously classified documents which, according to the agency, show that American taxpayer money has long funded more than 120 biological laboratories in over 30 countries worldwide. Among these facilities, a significant number of labs are located in Ukraine.

The documents were published by the U.S. intelligence office ODNI (Office of the Director of National Intelligence) and are described as the result of a months-long review of the agency’s archives. According to the material, the laboratories have been funded through various American programs aimed at monitoring, detecting, and limiting the spread of dangerous pathogens.

The released material emphasizes that laboratories in Ukraine may be particularly vulnerable due to the ongoing war between Russia and Ukraine. According to ODNI, U.S. intelligence assessments have previously warned that some of the facilities contained dangerous pathogens and were at risk of falling under Russian control or being damaged during the fighting.

Gabbard claims that the American public has not, for several years, received a complete picture of the extent of U.S. support for the laboratories. She says that many of the facilities have worked with dangerous and infectious pathogens and that some projects, according to ODNI, may have involved so-called gain-of-function research, in which viruses or other pathogens are modified to study how they develop or spread.

Among the pathogens that, according to the documents, have been present in various laboratories are, among others, anthrax, tularemia, tuberculosis, MERS, SARS, Marburg virus, Ebola virus, Lassa fever, and plague. According to ODNI, several of the facilities have their roots in security programs established after the fall of the Soviet Union to prevent the spread of materials and knowledge related to biological weapons.

The issue of U.S.-funded laboratories in Ukraine received international attention following the Russian invasion in 2022. American officials have previously confirmed that biological research facilities exist in the country but have dismissed claims that they are used for developing biological weapons.

ODNI states that work is ongoing to map the operations of the laboratories and that the agency, together with other parts of the U.S. government, will review which pathogens have been handled, how the research has been conducted, and what safety mechanisms have been in place.
