Region Blekinge is planning to procure ballistic protective vests as part of the work equipment for certain employees. Officially, the details are confidential, but reports indicate that the main focus is on managers and other individuals in leading positions. The decision comes at a time when threats and attacks against public officials have become increasingly common in Sweden.

Region Blekinge has tasked its business department with procuring personal ballistic protection – in practice, bulletproof vests – for employees who may be exposed to heightened security risks in the performance of their duties. The purpose is stated clearly in the procurement documents.

“The purpose of the procurement is to ensure the work environment for employees who may find themselves in a place where the threat level requires increased personal protection.”

Procurement with strict confidentiality

The planned procurement concerns a framework agreement, which means that the region will be able to order protective equipment continuously from a limited number of suppliers over an extended period. The total cost may amount to 9.8 million SEK.

However, the region does not wish to give further details about who will be included.

– Because the procurement is ongoing, there is absolute confidentiality, says Henrik Magnell, who holds the title of Signals Protection Manager at Region Blekinge.

Even after the agreement and procurement are finalized, the details will not be made public, but will be protected by confidentiality, Magnell told Sydöstran.

Reportedly involves, among others, managers

The region itself does not want to single out any occupational groups, but according to sources, in this case it primarily concerns managers within the organization.

Previously, ambulance staff in Blekinge have been equipped with ballistic protection, something that has become more common in several parts of the country as emergency personnel may, in certain situations, encounter violent gang environments.

The new procurement, however, seems primarily targeted at people in leadership functions – not staff working out in the field.

Threats against officials have increased

The background to the increased security focus is a broader trend in which threats and attacks against public sector employees have become more frequent.

Recently, several serious incidents have been directed at politicians and officials. In a widely reported case, a car was set on fire outside the home of a social services manager in the Stockholm area. The fire quickly spread and the house was completely destroyed.

The attack was part of a series of violent acts and threats against individuals connected to an official decision in a family case. Several people were recently sentenced to lengthy prison terms for their involvement in the attack, which according to the investigation was ordered by a gang-affiliated individual on the run abroad.

The incident has been highlighted as an example of how organized crime can attempt to influence public administration through threats and violence against staff.

Minors used in violent acts

At the same time, police and the justice system have sounded the alarm about a sharp increase in contract crimes in which very young people are recruited as perpetrators. In several high-profile cases, underage “child soldiers” have been hired for everything from shootings to arson attacks.

This development has contributed to a more unpredictable threat landscape for those who make decisions within the public sector. Against this background, some employers are now trying to strengthen protection for staff who may find themselves at risk – something that also includes Region Blekinge’s senior officials.
