A 28-year-old Afghan citizen convicted of serious fraud against elderly care recipients has once again been able to work within elderly care. After Samnytt’s exposé, his recruitment at the care company Stora Sköndal was halted—the same day the organization was confronted with the information. Meanwhile, Nacka municipality refuses to answer whether the man is still employed.
Samnytt recently revealed how Yusuf Rahimi, 28, despite several prison sentences for serious fraud against elderly care recipients, once again found employment in elderly care.
According to verdicts, he exploited his role as care staff to enter the homes of the elderly, where he gained access to bank cards and codes and subsequently made withdrawals and transactions.
The court determined that the crimes were particularly severe as they targeted individuals in a position of dependence and were committed within the framework of a profession built on trust.
In addition to his fraud crimes, Rahimi also has a previous criminal record that includes assault, unlawful persecution and molestation in a relationship where the victim was underage for part of the time. Despite this, after serving his prison sentence, he was able to return to work in care and nursing.
In Samnytt’s review, it emerged that he had been employed as an assistant nurse in Nacka municipality since spring 2025 and had ties to the care facility at Stora Sköndal in southern Stockholm.

The exposé raised questions about how background checks and recruiting procedures actually function in environments where staff are daily given access to some of society’s most vulnerable individuals.

It was noted in particular that background checks against criminal records in many cases rely on the job applicant themselves ordering the extract and showing it to the employer.
Rahimi Reported to Police
Following publication, Stora Sköndal’s Head of Communications, Josephine Uppman, has now provided a response to Samnytt. The organization states that Rahimi’s recruitment was terminated on March 26—the same day the editorial staff contacted them regarding his criminal record.

It was only at that point, according to Communications Manager Josephine Uppman, that they verified the information. At the time, he is said to have only completed introductory sessions and always worked alongside an experienced colleague.
When was Yusuf Rahimi’s recruitment ended and on what grounds?
– It ended March 26. That was the same day you contacted us with the information, and also the same day we confirmed the data you shared. She continues:
– The individual in question was employed as an assistant nurse to be called in as a substitute on an hourly basis when there were vacancies. He had only managed to complete his introduction when you contacted us. And during these intro sessions he was always accompanied by an experienced colleague.

What concrete measures has Stora Sköndal taken after learning about his criminal record?
– We have reviewed our current routine for how we check criminal records extracts, which is based on the police information for employers: ‘Control service for digital criminal record extracts | Swedish Police Authority.’
Has any internal investigation been initiated regarding how the recruitment could happen despite public court rulings?
– Yes.
How can Stora Sköndal consider the check sufficient when it relies on the applicant presenting their own criminal record in an envelope?
– We have handled the criminal record extract according to the usual procedure recommended by the police—whether it is adequate is for the police to answer. The police are not allowed to send an extract directly to an employer.

“Grateful We Were Alerted to This”
Is it reasonable that cases like this are discovered by external actors—such as the media—rather than via Stora Sköndal’s own checks?
– We are grateful we were alerted to this. No, it is obviously not reasonable. We leave it to the Police to answer whether the routine for handling criminal record extracts is sufficient.
Has Stora Sköndal filed or does it intend to file a police report on suspected forgery or other crimes?
– Yes.
Can you guarantee today that similar cases do not occur in your organization?
– It is always difficult to protect against crime, but we do all we can within the framework of current regulations. In our recruitment process, in addition to checking criminal records, there are interviews and at least two references from previous employers. Uppman concludes:
– When we have hourly employees, that person’s performance and conduct are measured against the demands and expectations of the role.

In summary, the response means that actions were only taken after external information was presented—while responsibility for the design of the control system is largely referred onward, in this case to the Police Authority.
No clear explanation is given for how someone with several prison sentences could have made it through the recruitment process, and the company also cannot guarantee similar cases do not occur.

Instead, it is emphasized that they acted in accordance with existing procedures and regulations—even though these very routines in this case failed to identify the criminal background.
At the same time, Stora Sköndal confirms it intends to file a police report regarding the suspected forgery of the criminal record extract—a move that may provide some reassurance to elderly residents and their families.
Nacka Municipality: “Do Not Comment on Individual Cases”
When Samnytt again contacts Henrik Feldhusen, Deputy Director of Production for Welfare Social Services in Nacka municipality and responsible for recruitment within elderly care, he gave a brief answer:
– As I said before, we do not comment on individual cases.
Samnytt has also tried to reach his immediate supervisor, Production Director Anette Böe, but without success.
Thus, the most fundamental questions remain unanswered. It is still unclear whether Yusuf Rahimi is currently working in elderly care in Nacka municipality—an uncertainty that raises questions of responsibility and transparency in a service dealing with some of society’s most vulnerable people.
