US President Donald Trump has outlined a 28-point plan aimed at achieving peace in Ukraine, several American media outlets report. However, there are doubts whether the plan, which strongly favors the US, will be accepted by the EU, Ukraine, or Russia.
Russia and Ukraine stop fighting, Russia retains the land areas in Ukraine it has managed to conquer, and the US receives 200 billion dollars as thanks, to be paid by the EU and Russia.
This is roughly how Donald Trump’s new peace proposal can be summarized.
28-point plan
On Thursday, a 28-point plan began circulating in American media, reportedly backed by the Trump administration.

This was confirmed when White House press secretary Karoline Leavitt revealed that the plan had been developed by Trump’s special envoy Steve Witkoff and US Secretary of State Marco Rubio in “silence” over the past month.
“The president supports this plan,” Karoline Leavitt said, according to the Financial Times.
“It is a good plan for both Russia and Ukraine, and we believe it is acceptable to both sides, and we are working very hard to implement it.”
Ukrainian territorial concessions
According to the Trump plan, Russia is allowed to keep the Crimean Peninsula, which it has controlled since 2014. In addition, the Luhansk and Donetsk oblasts are recognized as “de facto” Russian, including by the US.

Ukraine must withdraw its troops from the parts of Donetsk that it still controls, especially the larger cities of Kramatorsk and Slovjansk. However, Russia is not allowed to move its troops into the vacated area, which is to be considered a demilitarized zone.
In Cherson and Zaporizhzhia, the conflict will be frozen along the current contact line, and Russia must withdraw its troops from the parts of Sumy, Kharkiv, and Dnipropetrovsk that it controls.
Ukraine to join the EU, but not NATO
Furthermore, according to the proposal, Russia is to promise not to invade any more neighboring countries, while NATO refrains from further expansion of the military alliance.
This means that Ukraine will not be admitted to NATO, and will not be allowed to join in the future. However, Ukraine, according to the Trump plan, will be admitted to the EU and receive “privileged access” to the European market during the application process.

Furthermore, both Ukraine and Russia undertake not to discriminate against Russian and Ukrainian minorities in their respective countries. This has been a significant cause of the war.
The US gets paid
But perhaps the most striking parts of the 28-point proposal are that the US should be paid for it. Properly paid. The US wants 100 billion dollars from the frozen Russian assets in Europe, to be invested in US-led projects in Ukraine.
Furthermore, the US wants an additional 100 billion dollars from EU taxpayers, which will also be invested in US projects. To top it off, half of the returns from these projects will also go to the US.

In addition, Ukraine will receive security guarantees. It is unclear whether Ukraine, the EU, or even Russia will agree to Trump’s plan.
Kristersson: ‘Meets Russian interests’
The Swedish government believes that Trump’s peace plan “meets Russian interests”. This was stated by Prime Minister Ulf Kristersson (M) at a press conference today.
“They go far in a direction that meets Russian interests, and is at odds with several well-known Ukrainian positions,” he said.

He accuses Russia of a “reluctance to negotiate” and that it is “the obvious problem”, while also stating that Donald Trump cannot attempt to negotiate peace with Russia without the government in Kiev being involved.
“We say that it is Ukraine that must decide when and under what conditions they want to negotiate peace,” Ulf Kristersson said.
Trump’s 28-point plan

Ukraine’s sovereignty shall be recognized.

A comprehensive and comprehensive non-aggression agreement shall be concluded between Russia, Ukraine, and Europe. All uncertainties from the last 30 years shall be considered resolved.

– The US will receive compensation for the guarantee.
– If Ukraine invades Russia, the country loses the guarantee.
– If Russia invades Ukraine, in addition to a decisive and coordinated military response, all :censored:6:cdd6bbaa89: sanctions will be reinstated, the recognition of new territory, and all other benefits of this agreement will be revoked.
– If Ukraine fires a missile at Moscow or St. Petersburg without cause, the security guarantee shall be deemed invalid. -
Ukraine is entitled to EU membership and will receive short-term favorable access to the European market while this issue is being addressed.

a. Establishment of a Ukraine Development Fund for investment in fast-growing industries, including technology, data centers, and artificial intelligence.
b. The US shall collaborate with Ukraine to jointly rebuild, develop, modernize, and operate Ukraine’s gas infrastructure, including pipelines and storage facilities.
c. Joint efforts to restore war-damaged areas and for the reconstruction and modernization of cities and residential areas.
d. Infrastructure development.
e. Extraction of minerals and natural resources.
f. The World Bank shall develop a special financing package to expedite these efforts. -
Russia shall be reintegrated into the :censored:6:cdd6bbaa89: economy:
a. The lifting of sanctions shall be discussed and approved gradually and on a case-by-case basis.
b. The US shall enter into a long-term agreement on economic cooperation for mutual development in the areas of energy, natural resources, infrastructure, artificial intelligence, data centers, rare earth metal extraction projects in the Arctic, and other mutually beneficial business opportunities.
c. Russia shall be invited to rejoin the G8. -
Frozen assets shall be used as follows: 100 billion dollars of frozen Russian assets shall be invested in US-led efforts to rebuild and invest in Ukraine. The US shall receive 50% of the profit from this investment. Europe shall contribute an additional 100 billion dollars to increase the investment volume in Ukraine’s reconstruction. The remainder of the frozen Russian assets shall be invested in a separate US-Russian investment company to carry out joint projects in specific areas. This fund shall aim to strengthen relations and increase common interests to create a strong incentive not to return to conflict.

A joint US-Russian working group on security issues shall be established to promote and ensure compliance with all provisions of this agreement.

Russia shall enshrine its non-aggression policy towards Europe and Ukraine in law.

The US and Russia shall agree to extend the validity of agreements on non-proliferation and control of nuclear weapons, including the START I Treaty.

Ukraine agrees to be a non-nuclear-weapon state in accordance with the Treaty on the Non-Proliferation of Nuclear Weapons.

The Zaporizhzhia nuclear power plant shall be operated under the supervision of the IAEA, and the electricity produced shall be distributed equally between Russia and Ukraine – 50/50.

Both countries shall undertake to introduce educational programs in schools and society to promote understanding and tolerance between different cultures and to eliminate racism and prejudices:
a. Ukraine shall adopt the EU’s rules on religious tolerance and protection of linguistic minorities.
b. Both countries shall agree to abolish all discriminatory measures and guarantee the rights of Ukrainian and Russian media and education.
c. All Nazi ideology and activities must be rejected and prohibited. -
Land areas:
a. Crimea, Luhansk, and Donetsk shall be recognized as de facto Russian, including by the US.
b. Cherson and Zaporizhzhia shall be “frozen” along the contact line, which means a de facto recognition along this line.
c. Russia shall refrain from other agreed territories it controls outside the five regions.
d. Ukrainian forces shall withdraw from the part of Donetsk oblast that they currently control, and this retreat zone shall be considered a neutral demilitarized buffer zone, internationally recognized as territory belonging to the Russian Federation. Russian forces shall not enter this demilitarized zone. -
After future territorial arrangements have been approved, both the Russian Federation and Ukraine undertake not to change these arrangements by force. Any security guarantees do not apply in the event of a breach of this commitment.

Russia shall not hinder Ukraine from using the Dnieper River for commercial activities, and agreements shall be reached on the free transport of grain across the Black Sea.

A humanitarian committee shall be established to resolve remaining issues:
a. All remaining prisoners and bodies shall be exchanged according to the principle of “all for all”.
b. All civilian prisoners and hostages shall be released, including children.
c. A family reunification program shall be implemented.
d. Measures shall be taken to alleviate the suffering of conflict victims. -
Ukraine shall hold elections within 100 days.

All parties involved in this conflict shall receive full amnesty for their actions during the war and agree not to make any claims or complaints in the future.

This agreement shall be legally binding. Its implementation shall be monitored and guaranteed by the Peace Council, led by President Donald J. Trump. Sanctions shall be imposed for violations.

When all parties have approved this memorandum, a ceasefire shall take effect immediately after both sides have withdrawn to agreed positions to begin the implementation of the agreement.
